Founded in 1993, the Portuguese Federation of Deaf Associations (FPAS) is a private non-profit social solidarity institution whose purpose is to defend and promote the framework of values common to its member institutions and all deaf people.
Namely by preserving the identity of the Affiliated Institutions and Deaf People, fostering and defending the exercise of their citizenship rights; and developing and broadening the support base of solidarity, namely in terms of raising awareness of the problems of deaf citizens and mobilizing the Affiliated Institutions for development and integration and the fight against all forms of exclusion and discrimination against the Deaf Community.
Continuing the work it has been doing and pursuing the objectives already mentioned, FPAS currently has ten Affiliated Associations in various parts of the country, representing the Portuguese Deaf Community at national and international level (we have been affiliated for several years to the EUD - European Union of the Deaf and the WFD - World Federation of the Deaf) and bridging the communication gap with Public/Private Entities in the fight for the rights and interests of Deaf People.
Achieving accessible responses for deaf seniors is a struggle that FPAS and the deaf community have been facing for many years, as there is still no full accessibility for our seniors. An elderly person who has Portuguese Sign Language (LGP) as their mother tongue and is in a home where no one knows how to communicate with them, will become extremely isolated and may even be more prone to developing situations of sadness/loneliness.

Note: Some institutions covered by the MEOS Program only issue receipts once a year, before the IRS submission period where these receipts can be declared.
